Manufacturers of toys and other children’s products are faced with the new requirements of the CPSIA that became effective on August 14, 2009. The changes to the requirements include a decrease in the lead content limit of children’s products from 600 ppm to 300 ppm and a decrease in the lead content limit for paints and other surface coatings from 600 ppm to 90 ppm. These lead content requirements are retroactive and apply to existing inventory in factories, warehouses, and on store shelves.
The tracking label and catalog advertising requirements also went into effect in August. Tracking labels are required on all children’s products manufactured on or after August 14th, and must contain information for the consumer, including the manufacturer’s name, location, production date, and other identifying information. Catalog advertisements must also contain safety warnings to enable the purchaser to identify products with potential safety issues such as chocking hazards.
Manufacturers with questions about the new requirements should visit the CPSC webpage dedicated to the CPSIA: http://www.cpsc.gov/about/cpsia/cpsia.html or contact their NSF Project Manager for individualized guidance.
